Kathmandu: The Government of Nepal has included a constitution amendment in Nepal as a key agenda item in its policy and program for fiscal year 2082/83. This move highlights the government’s focus on reviewing and strengthening the legal framework to address contemporary challenges.

President Ram Chandra Paudel presented the government’s agenda during a joint session of the Federal Parliament. “The process of amending the Constitution will move forward with consensus from all political parties,” President Paudel said during the policy address. He emphasized that inclusive discussions are essential to ensure that amendments serve the public interest.

The Constitution of Nepal has now completed 10 years since its promulgation. President Paudel noted that it is time to initiate comprehensive discussions for a review. Lawmakers and experts agree that a constitution amendment in Nepal should address federal implementation gaps, streamline governance, and safeguard citizens’ rights.

Key Areas for Amendment

  • Clarifying federal and provincial powers

  • Strengthening judicial and constitutional bodies

  • Ensuring the rights of women, Dalits, and marginalized communities

  • Simplifying electoral and governance processes

Experts suggest that the government coordinate with legal scholars, civil society, and stakeholders to conduct a transparent and participatory review process. A successful constitution amendment in Nepal could enhance governance efficiency and reinforce democratic principles.
