Kathmandu: The Nepal Federal Parliament Monsoon Session is set to commence Friday at 1 PM at the Federal Parliament Building in New Baneshwor, Kathmandu. The session was called by President Ramchandra Paudel following the recommendation of the Council of Ministers.

Constitutional Basis and Timing

Under Article 93 of the Constitution of Nepal, the President can summon either or both Houses of Parliament. There cannot be a gap of more than six months between consecutive sessions. The previous Winter Session ended on Chaitra 18 (late March). This Monsoon Session is particularly significant as it includes the annual budget presentation and related legislative processes.

President to Address Joint Session

The President will address the joint session of both Houses at the start of the session. The address will outline the government’s policy and program for the fiscal year, scheduled for Baisakh 19 (April 30). This is an important moment for lawmakers to align on national priorities and development plans.

Pre-Budget Discussions

Pre-budget discussions will start on Baisakh 28 (May 10), giving Parliament at least 15 days to deliberate on the principles and priorities of the Appropriation Bill before the official budget presentation on Jestha 15 (May 28). Lawmakers will discuss allocations across key sectors including education, infrastructure, health, and social welfare.

Key Legislative Agenda

The session will also advance two long-awaited bills: the Federal Civil Service Act and the School Education Bill. Parliament will review proposed amendments and ensure alignment with national development priorities.

Secretariat Prepared for Smooth Operations

The Parliament Secretariat has completed all logistical and technical preparations for a smooth session, according to spokesperson Ekram Giri. Lawmakers are expected to collaborate closely with committees to ensure timely discussion and approval of bills.
