Speaker Ghimire Urges Collective Commitment to Lawmaking

Kathmandu – Timely Nepal Federal Parliament legislation is critical, said Speaker Devraj Ghimire during the inaugural session of the sixth Federal Parliament. He emphasized that delays in lawmaking could fuel public dissatisfaction and undermine Parliament’s constitutional mandate.

“The primary responsibility of Parliament is to enact laws for the country,” Speaker Ghimire said. “If we fail to pass timely legislation, voices of dissatisfaction will only grow louder. We must commit to completing pending laws together.”

Pending Bills and Key Legislation

Ghimire highlighted the importance of passing Nepal Federal Parliament legislation, focusing on long-pending bills such as the Federal Civil Service Bill and the School Education Bill. He noted that Parliament is the main platform for representing citizens’ voices and debating national issues.

Institutional Measures to Expedite Legislation

To ensure progress, the Federal Parliament Secretariat was instructed to finalize the agenda for all bills once reported by committees. Ghimire also urged lawmakers to avoid scheduling out-of-capital programs until critical legislation is passed.

Additionally, the Ministry of Finance has approved extended sittings, including non-holiday weekdays, to reduce the legislative backlog and support timely Nepal Federal Parliament legislation.

Effective Governance and Public Trust

Ghimire stressed that only an effective Parliament can create policies and laws to solve national problems, deliver social justice, boost economic growth, and ensure national prosperity. He argued that tangible signs of progress are visible and that timely legislation is essential to maintain public trust.
