Speaker Ghimire Urges Collective Commitment to Lawmaking
Says Parliament must address public dissatisfaction through timely legal reforms

Kathmandu: On the occasion of the inaugural session of the sixth Federal Parliament, Speaker Devraj Ghimire called on lawmakers to prioritize timely legislation to address growing public dissatisfaction and fulfill the Parliament’s constitutional mandate.
“The primary responsibility of Parliament is to enact laws for the country,” Speaker Ghimire said. “If we fail to pass timely legislation, voices of dissatisfaction will only grow louder. It is essential that we, together, commit to completing the pending laws.”
Highlighting that Parliament is a platform for representing the people’s voice and debating national issues, he emphasized the need for robust deliberation and decision-making in line with public interest.
Ghimire expressed confidence that the current budget session, which began today, would be instrumental in endorsing the government’s policy, budget, and key bills—especially the long-pending Federal Civil Service Bill and the School Education Bill.
To ensure timely progress, Speaker Ghimire has instructed the Federal Parliament Secretariat to finalize the agenda for these bills as soon as they are reported by the respective committees. Additionally, he urged lawmakers to refrain from planning out-of-capital programs until these critical laws are resolved.
Ghimire also shared that the Ministry of Finance has granted permission for extended parliamentary sittings, including sessions on non-holiday weekdays, to ease legislative backlog.
In his address, the Speaker noted:
“Only an effective parliament can formulate policies and laws to solve the nation’s problems, deliver social justice, spur economic growth, and ensure national prosperity.”
