Kathmandu: In a major effort to modernize Nepal’s legal system, the House of Representatives passed a bill on Tuesday that amends 79 existing laws and repeals two outdated acts. The bill, titled “Some Nepal Acts Amendment Bill”, was presented by Minister for Law, Justice and Parliamentary Affairs Ajay Kumar Chaurasiya during the April 29, 2025 session. After discussion, the House approved the proposal.

The bill was first introduced by former Law Minister Dhanraj Gurung under the previous administration. Parliament registered it on May 9, 2023 (26 Baisakh 2080 BS) and sent it to the thematic committee on September 15, 2023 (29 Bhadra 2080 BS). The committee returned it on April 26, 2025 (14 Baisakh 2081 BS), allowing the House to pass it this week.

Key Laws to Be Amended

The Nepal legal amendment 2025 will revise laws across many sectors, including security, education, public health, aviation, environment, and labor. Some major acts include:

  • Police Act 2012, Civil Aviation Act 2015, Bretton Woods Agreement Act 2018

  • Nepal Medical Council Act 2020, Scholarship Act 2021, Local Administration Act 2028

  • National Parks and Wildlife Conservation Act 2029, Tourism Act 2035, Drugs Act 2035

  • Nepal Electricity Authority Act 2041, Press Council Act 2048, Trade Union Act 2049

  • University Grants Commission Act 2050, Special Court Act 2059

  • Public Procurement Act 2063, Foreign Employment Act 2064, Competition Promotion Act 2063

  • National Human Rights Commission Act 2068, Criminal Procedure Code 2074

  • Employment Right Act 2075, Environment Protection Act 2076

  • Public Service Commission Act 2079, Insurance Act 2079

Overall, the bill updates laws from 2012 BS (1955 AD) to 2080 BS (2023 AD), reflecting Nepal’s evolving social, economic, and political landscape.

Next Steps

After passing the House, the bill will move to the National Assembly for approval. If approved, it will return to the House for concurrence and then go to the President of Nepal for certification.
