Nepal Policy and Program 2082/83 Unveiled
Addressing a joint session, the President outlined Nepal’s national policy and program, setting the legislative tone for the upcoming fiscal year.

Kathmandu: President Ram Chandra Paudel formally presented the Nepal policy and program 2082/83 at a joint session of the Federal Parliament. The session brought together members of both the House of Representatives and the National Assembly at the Parliament building in New Baneshwor.
Before his address, Prime Minister K.P. Sharma Oli handed the official document to President Paudel. Speaker Dev Raj Ghimire, National Assembly Chair Narayan Prasad Dahal, and Parliamentary General Secretary Padya Prasad Pandey welcomed him warmly.

Ceremony and Attendees
President Paudel received full state honors, including a guard of honor from a Nepal Army unit. In addition, as Supreme Commander of the Army, he was escorted by a ceremonial ‘Risalla’ at the Parliament gate.
The session included Vice President Ram Sahay Prasad Yadav, former Prime Ministers, ex-Speakers, heads of constitutional bodies, diplomats, and private sector representatives. In total, over 400 guests attended. The Parliament Secretariat issued special passes for entry.

Media Coverage and Constitutional Mandate
The presentation of the Nepal policy and program 2082/83 aired live on Nepal Television, Radio Nepal, and other media outlets.
According to Article 95 of Nepal’s Constitution, the President must address the joint session at the start of each fiscal year. Discussions on the policy and program will run from Baisakh 22 to 28. Meanwhile, deliberations on the Appropriation Bill start on Baisakh 30. Finally, the Finance Minister will present the national budget on Jestha 15.
